Got this to work fine under XP: Codemaster reckoned it would not go, but here goes:

Copy directories of cd intor a given directory:
(directories fe, help, speech and video) now copy dsetup.dll, mss32.dll, setup.exe, tourcars.exe and tourlogo.gif

Now run regedit and enter the folowing under the branch:

My ComputerHKEY_LOCAL_MACHINESOFTWARECodemastersTouring Car

DWORD: CardHintIndex = 0
STRING: CD_Drive = D: (replace with yours)
STRING: GameDirectory = NN:nnnn (replace with yours)
STRING: Install_Drive = D: (replace with yours)
DWORD: S3RunInfo = 1
DWORD: ShowRunInfo = 1

And set compatibility to Win95, and voila, game works perfectly.
