If you only see subtitles for voices and don't hear them, then on the launcher under the audio tab uncheck 'Disable software-only audio effects' and check 'Force software audio'. Then you hear the subtitles read out. This fixes the problem that many people hear no speech during the game (and don't even realise they were meant to, but all the files are in the game \Data\Sounds\Speech\ folder as .ogg files).
The game needs patching before playing. E.g. from http://www.fileplanet.com/96381/0/0/0/1/section/Patches\
If you get an error about .Net when you try to run the launcher, go to CD2 and install \dotNet\dotnetfx.exe then \redist\DirectX9\FWPC_DXInstall.exe - that should fix it.
