No, it does not, although I've read that you can copy NTLDR and NTDETECT to a floppy to get a minimal boot disk.
Might want to read some of the postings at news://msnews.microsoft.com/microsoft.public.windows.server.general and news://msnews.microsoft.com/microsoft.public.windows.server.setup.

No problem... There has been several posts in the newsgroups listed above about bootdisks, and I think there's a MSKB article, too.
Boot to dos and run setup fropm there.
Win9x floppy, then run smartdrv, then
run \i386\winnt.exe
You wll also need a fat(32) partition on the disk when you install, but you can convert afterwards.

i did not know u could run the setup from dos but yes
doing the boot froma 98 boot disk into dos - run smartdrv - then go to
i386/winnt runs the setup and everything goes fine! installing now! should be done in about 40 mins (is an old laptop)
