Do you have permissions to Add/Remove Applications under the account that is logged in?

If you do, check that the necessary registry exist or have not been modified. Link to help with that http://www.winguides.com/registry/display.php/1041/

Have you been playing with group policies?

You can also check to make sure the add remove applet hasnt been corrupted through a SFC /SCANNOW.
