best way to back up win98 home pc

my dad was wondering the best way to backup his home pc (dell dimension, win98). outside of purchasing expensive TBU drive/software, i'm not sure of the best, cheapest way to go about doing this. he does have a cd-burner, but i'm not sure if that's possible.

I think win98 has a backup program integrated
 
In my computer right-click on a drive and choose properties, then open the tools tab, there you'll find backup.
