Rem the unknown USB controller and tell it to install the USB 2.0 Hub Root. Some PCs have a mixture of USB 1.1 and USB 2.0 ports and can quite happily co-exist such as my Gigabyte VIA motherboard.
Sometimes up[censored] the motherboard drivers may improve connectivity to USB devices.
