copy the following text into at textfile name it whatever.reg and merge it with the registry

REGEDIT4

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters]
"TcpWindowSize"=dword:00007fff
