Some can and some can't

You have a compatibility tool built in that lets you run some programs in WIn95,98,NT like shells.

Your best bet is to try a test machine and see if the programs work

Almost all Win16 programs work fine in newer versions of windows. I've had far more luck doing that than running say a Windows 95 program in 2000. If you want Win 3.X compatibility you might want to make sure that Windows is installed at C:\Windows. However the smartest thing to do is just install it and find out. Win3.x apps are generally a no brainer to remove manually.
