This is a discussion about Compatability Information - Final Liberation in the Windows Games category; The Compatability Information says this game reqires the EPIC. INI file to be changed. There is no EPIC. INI file. While I can create one what should be in there apart from the DoVideo = 0 line?.

You probably don't see the file because you have hidden files on by default.
open up windows explorer and select Tools > Folder options
Then clic the view tab and make sure clic the circle next to show hidden files.
you should then see the INF file you are looking for.

OP
I have 'Hidden files' option set to 'Show All Files'.

There are no configuration files showing in the directory where the game installed.

From the tone of the note in Compatibility the person has created a .ini file or has the NT version of the game that may have come with a configuration file.

I've built a configuration file using notepad but have not been able to figure out what the section name above the DoVideo command should be.
