I do know that Windows NT can emulate DOS (see config.nt and autoexec.nt) with cmd.exe to some extent, and even Windows 95 using the batch files on NT CD.
 
To emulate Win XP you need 3rd party program such as Virtual PC otherwise its not possible.

What about on Windows 2000? Can I fake a program requiring XP into thinking it is running under XP? I thought 2000 and XP were virtually the same?

I had a program that would not install on XP as it was originally a win 2k program.To get it to install I changed the key current version in the system registry from Windows XP to Windows 2000 installed the program and then reset the registry.The program then ran fine.

Virtual does not mean the same. XP has a lot of video related subsystems that 2000 doesn't.
