I just installed Giants: Citizen Kabuto and the 1.4 patch. When I launch the game, and go into any mode (single player, multiplayer etc.) when I am in certain areas of the map, the mountains, and other scenery dissapear and come back quickly, over and over, and I can see the water beneath me, but no ground which I am still able to stand on. Here are my specs:
 
Intel Pentium 4 1.6 GHz
400 MHz FSB
Soyo P4VSA Motherboard
512 MB RAM
GeForce4 MX440 SE with 64 MB of RAM
Windows 2000 Service Pack 4
 
I've tried multiple resolutions, and even tried it in safe mode, and it still has the problem. The only thing that helped a little, was disabling "T&L" but I still had the problem, but it was less frequent, but also, when I disabled "T&L" the game got very choppy, whereas before, the game was very smooth.
