Help me delete a empty folder thats being used!

MY Hard Disk is full, i want to install an program files to a new logical drive. I made a line that links to the New logical drive. i want to Re-Name the Program Files because i want to move the files.

I made a line that links to the New logical drive. i want to Re-Name the "Program Files" because i want to move the files. I am deleting, but when i see, "cannot delete nwiwwia""its being used by another person or program". Nwiwwia is a folder. even i delete another, it says being used, but none of files on that folder.
I cant understand why.
I tried CMD:
I installed windows on J:\
I tried Del J:\"Program Files"
it says are you sure i press y then enter
but only the files wiped out, but the folders in are not wiped.
I cant rename the program files.
So, any way to help me?

Honestly, you have to wait more than 3 hours for responses.
Have you tried deleting this folder in Safe Mode?

Also, do you have administrative rights to the Windows installation?
