After being so aggravated at Office XP for not allowing my Hollywood Magic to run unless shutting down ctfmon.exe I finally figured out how to rid myself of the problem
1. First install the newest drivers and software from Sigma
2. Make sure it all works, play your fav **** dvd
3. Install Office XP with the Alternate Input option unchecked
4. Its gonna put the Text Settings and Speech icons in the Control Panel after the Installation so remove them with Tweak UI
5. Then delete CTFMON.EXE from your \WINNT\SYSTEM32 folder
Now my freaking remote works without me turning the monitor on.

Did a fresh install yesterday and monitored the files with every install
