After looking for it for a while, I got it. Open up regedit, and locate the following key:
 
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Cdrom
 
Change value from 0 to 1
 
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Services\Cdrom
 
Change value from 0 to 1
 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Cdrom
 
Change value from 0 to 1

I really appreciate your help. The location may be a bit elusive, but the key name is blatantly obvious: Autorun.
