simple,
right click on the files/directory and click burn to cd
I suggest using a third party tool however, incd from Nero is best I think.

dragging and dropping works fine for me.
Drag and drop does not work for me either and I don't have a "burn CD" option.
is the cd-burning service turned on?? Also check the properties of the cd-rom drive in my computer, it might just not have the burning turned on.
