How do you ues the Compatibility toolkit version 3.0?

I am trying to get some old windows games to run in XP, so I downloaded the compatibility toolkit to see if that would help. However, there is no program qfixapp.exe in version 3.0 of the toolkit...how do I get the fixes in the 3.0 version of the toolkit to work?
