How to hook up power to motherboard

OK, here's the deal. My buddy was having a heckova time trying to get his computer to work with his new motherboard, so my wife and I said we'd give it a crack. A little bit of background on the rig.

OK, here's the deal. My buddy was having a heckova time trying to get his computer to work with his new motherboard, so my wife and I said we'd give it a crack.
 
A little bit of background on the rig. We have a stock power supply, cd drive, etc. The only thing I believe is newer is the motherboard.
 
The motherboard is an Intel Desktop D845BG. I've viewed Intel's site for some advice, but that hasn't helped all too much. Just for reference, these are the pages I've been looking at...

Ok, now onto my issue. The computer's not turning on at all. When we got it, the motherboard was already hooked up. Everything looks fine except for two things. We don't believe the power and the reset switch at the front of the PC is hooked up correct. They are two-pin wires coming from both the reset switch and the on/off switch. On the back of the PC there is a seperate "ON" switch.
 
We can tell the board is getting something in regards to power because there is a led light on the physical motherboard that comes on right above where the power supply hooks up to the motherboard. When we turn the switch at the back of the PC on, the led lights, indicating the board is recieving some sort of power. It just refuses to boot.
 
Any ideas? They would be greatly appreciated.
