How to limit modem connection speed?

I have a us robotics external modem. It works fine. The problem is when it connects faster than 33. 600 (e. g. 37. 333) and I'm downloading something or just surfing it rarely reaches 1kb/s. If it connects to 33.

I have a us robotics external modem. It works fine. The problem is when it connects faster than 33.600 (e.g. 37.333) and I'm downloading something or just surfing it rarely reaches 1kb/s. If it connects to 33.600 it goes up to 4 kb/s. I tried other modems and computers, all the same, so I figured that the telephone company somehow limited my connection to 33.600. But I don't want to bother with them. So I tied to enter AT&N16 at the additional settings of my modem configuration, but it has no effect. Is there any other way to do it or is my AT command wrong?
 
Does someone know why AT&N16 has no effect?

Maximum port speed under modems? I am not sure if that helps. I am curious if they have sampled your phone line, dedicating two of the four wires to another line or another house altogether?
