search microsoft for msicu.exe.its a cleanup program for windows installer.Then reinstall the InstMsiW.exe.

I did it but when i wanted to install the InstMsiW.exe. it replies "the specified service already exists." what the f... is happening?

In case you haven't found a solution. Right click on your c: drive and go to the securities tab. Make sure "System" is included in the name box and that it has "Full Control" at the bottom.
