Recycle bin directories are located in each drive letter in the directory RECYCLER.

R u sure? Because I dont see it in any of my drives? I am using XP if that makes a difference.
You probabbly can't see it because it is Hidden System Folder...
Just try to enter "C:\RECYCLER" in your address bar.
