If it's possible to create a system disk under XP, it's not at the same place than under w95 - 98 - me ::: ---- )))))

err how about the quick and simple way?
 
Right click floppy, select format, check off create msdos startup disk.
 
Format disk, use it to boot with.

Unless you've formatted your hard drive as NTFS. The system disk created using the steps Seldzar explained is a Windows ME startup disk. Thus, it can't read NTFS.
