ICS quotas?

Is it possible to set bandwidth limits on Internet Connection Sharing? My Win2k system is connected to the internet via DSL, with another Win98 system connected via network, using ICS. However, whenever someone is on the other computer, actively using the internet, my internet speed drops to a crawl.

I'm curious if there is some way of putting a bandwidth limit on the other computer, so it remains even.

There isn't an option in ICS to restrict bandwidth. I believe there are some third party programs that will allow this. Also, if you connect through a router/switch, it will equally divide the bandwidth between all of the computers connected.
