IE5 encoding problem. help help please

hello.. got this problem with IE5 and i am wondering if any of you can help me.
when i was using the beta version of w2k and i need to view different encoding under IE5, i can either do a windows upgrade or just go to one of the homepage where a different language(chinese big5) is required and IE5 will retrieve the necessary files from the ms server to view the homepage properly. now that i installed the final version, i can no longer do that. when i click on windows update, no language encoding was available, and when i go to a homepage where i need to have different encoding.. it looks for my cd to get the files. it wouldn't be a problem if big5 is on the cd, but there's not cht directory available.
of course now the question is, how can i get the encoding upgrades? any advice would be appreciated. thanx in advance
