I think maybe for Metal Gear Solid you will need to run the setup.exe or install.exe in Windows 98 compatibility mode. Give that a try. Basically create a shortcut on the desktop to the setup.exe or install.exe or whatever file that starts the install of the game. Then right click the shortcut, select properties, and select the compatability tab and select run under [Win98/Me] mode. Hopefully that will get it going.
