looking for a program to make my Processer work slower

I can't use a serial peripherique since i change my processer, i know that this king of application exist but i can't find it, Could you help me ? Thank you

Have you tried slowing down the serial port? If you haven't, let me know and I'll refresh my memory and post a "how-to" for you.

Well by spelling "apparemment" correctly and replacing the "c" in "ca" with "ç", babelfish does a slightly better job:
 
"Le gars du dessus il a raison Pakito j a vu ça dans un bouquin et apparemment ça marche"
=
"The guy of the top it is right Pakito J saw that in a book and apparently it goes"
 
which almost makes sense

You can try an hardware solution in case you want to avoid software overhead.
This will work provided you have an ISA slot on your mobo.
1 - disable all serial ports in bios
2 - plug in old ISA serial card (a few euros/$ second hand at Surcouf in Paris)
3 - set up speed - maybe also irq/io address with jumpers available on old cards
4 - load generic legacy drivers (irq may need to be reserved first in bios for legacy ISA)
This may work.
I used that kind of solution to get an old Midiator midi serial interface box to work on fast W2K machine.
Your mileage may vary..
