Making Transparent Gifs

Hi Guys, I would like to know if there any program from Microsoft, built into windows or office that could make tranparent gifs. I have Office 2002 and Windows 2000. I also have picture it 2000 but the transparency never work in there.

Microsoft Photo Editor, which I believe comes with Office, btu may be built into Windows.
