Max download - FTP

This is a discussion about Max download - FTP in the Windows Networking category; My question may not pertain directly to NT, but it is my OS, so I am going to post it anyways. I am using a cable connection going through a Linksys Cable router networking 4 PC's. I use one PC for a FTP server to the outside world.

I am using a cable connection going through a Linksys Cable router networking 4 PC's.
 
I use one PC for a FTP server to the outside world. When poeple are connecting to it, they are getting an download max of 13k. No matter if 1 person is connected or 10. Now when I connect to the FTP, I get upload/download speeds in 900k areas. I have only TCP/IP installed on all machines, no IPX.
I am wondering why I am getting those speeds and noone else is. It is still using the Cable connection correct?

What server are you using? IIS? Some third-party server (i.e. Serv-U)?
