Microsoft Error 1406 can not write to registry key

This is a discussion about Microsoft Error 1406 can not write to registry key in the Everything New Technology category; I am trying to install office 2003 on windows XP. I am logged in as admin and am getting the following error : Setup can not write the value button text to the registry key: software/microsoft/internet explorer/extensions Any ideas.
