modem blues in 2k

So after 4 months of me trying to figure this out. . . i am giving in. . and asking for help. . . so i have 2 different PCI 56k modems (not installed at the same time. . obviously). . . and both of them (each one are supposivly fully 2k compliant) wont recognize on 2k.

So after 4 months of me trying to figure this out...i am giving in..and asking for help...
 
so i have 2 different PCI 56k modems (not installed at the same time..obviously)...and both of them (each one are supposivly fully 2k compliant) wont recognize on 2k. I manually install them (using the drivers)...and still...they wont work. One says the com port is busy (even tho device manager says its not)..and the other says there is no dial tone (yes...its plugged in to a phone line)...
 
so...any ideas?? they BOTH work for NT...so I am forced to keep NT4 installed...and I REALLY dont think its "right" to dual boot NT4 and 2k..as only one is really necessary (i know..its argumentable...but its a waste of space for me to have both)
 
 
any ideas at all would be GREATY appreciated...

have try turn on PnP OS or Plug & Pary OS ok ok it really Plug & Play OS on

In System Properties, Device Manager, Modem, choose each modem in turn and remove the mark near "Detect dial tone" on Modem tab.
