My explorer shell is WAY screwed up

My windows taskbar seems to have gone missing. It's not there. . really. It's not just invisible, but gone. If I try and click where it should be, I get the desktop right-click menu. When I try and open the taskbar/start menu properties in the control panel.

My windows taskbar seems to have gone missing. It's not there..really. It's not just invisible, but gone. If I try and click where it should be, I get the desktop right-click menu. When I try and open the taskbar/start menu properties in the control panel....it doesn't open. When I hit the windows button on my keyboard, I get nothing.
 
I tried installing a new shell into windows, to help me though this dillema (let's face it...my machine is my life) but it just screwed windows up even more. Now I have no visible files on my desktop, no links, nothing. I have to run EVERYTHING out of a command prompt. It's really annoying.
 
Can anyone help me? Anyone know what the filename is for the default windows shell...and where it's located in the C:\WINDOWS directory? And the taskbar program?
 
I really need help.
