No Control P Contents! Start won't work! Programmes gone

My better (yeah right) half tried to install a second hard drive that she found in a skip. Unsucessfully. I've gone back to my computer swiched it on and the layout has changed, my programs are gone.

My better (yeah right) half tried to install a second hard drive that she found in a skip. Unsucessfully.
I've gone back to my computer swiched it on and the layout has changed, my programs are gone. Start on the taskbar doesn't work!
The control Panel contents are listed but can't be seen or clicked on. (only 5 are listed) whenever i click anywhere I get an error message about activeX security settings.
I was running Norton anti virus before she got her hands on my computer.
I'm completely lost. I can't don't anything with it! i thinking there was a virus on the hard disk she tried to install or she shorted on the power so damaging on hard disk? Any ideas?
