On the compatable games list it is listed, so I know it can be done, but how do I make it work? Like, do I have to install something or change some settings or something? Please help!! Sandman.

Rigth clik on the link that start the game go down to properties you can miss the tab compatibility

That doesn't work... it gives me the message: F/A-18 is not compatible with NT version 4

I forgot to say... It gives me that error when i try to run the setup program... so it won't even let me install it... I made a shortcut of the setup file and went to the compatibility tab and everything... any ideas?
try the application compatibilty toolkit

then click "application compatibility toolkit for windows 2000 ver. 1.5" on the right side of the screen.
Maybe try making a fix for the game (and/or the install file) by using the Win98 layer and creating a fix (using QFixApp) and remember to launch and leave running QFixApp before running the game / install file. If QFixApp isn't running, its 'fix' files for compatibility won't load when you launch the game.
