Thanks folks - I managed to find a solution. It turns out it was merely the CD-ROM that I had in the drive. Omikron requires disk 2, and I had disk 3 in. For some reason, this crashed the game.
My only problem now is sound, which I'll sort out later. Thanks anyway!

Sound, eh? That's in the FAQ too.
Well, I have tried the suggestions in the FAQ without luck. Although, when I went to get ACT, the only version available to me at this time is 3.0, and I don't know if that makes a difference. I realize the program has changed a bit since the other version were out, but I was able to follow the suggestions, though with the same "runtime.exe error."

After trying a slew of compatibility options including fiddling around with the ACT, nothing seemed to make a difference.
That's when I got the No-CD patch from www.gamecopyworld.com, and since it replaced the Runtime.exe file, it finally made it work. Hurray!
