Outlook Express loads, then won't

After I boot my PC, I can enter Outlook Express, send and pick-up e-mails, etc. . . . . . But, if I exit then re-enter Outlook, I get a Program Not Responding message, until I reboot the PC again. After the reboot, once again, I can enter and use Outlook until I exit and try to re-enter.

Try using the office repair feature, and also office update

If not try shutting down running services. It may not be closing correctly

I agree with the last note of the above, it sounds like a hung process. I would try overlaying IE, and Outlook Express by association. If it is IE 6, you can download it from www.download.com and then go to windowsupdate for the rest of the security updates it if needs them. I have seen this fix similar in the past...

OP
It was an IE6 problem. Reloaded. Problem gone!
