You cannot use GPOs with NT4 machines. (Time to upgrade them to 2000/XP).
You have to use the System Policy Editor (see NT CD) to create a Policy which can be saved as Ntconfig.pol in Sysvol directory on the DC. This will apply to ALL NT4 machines in the domain.
