I cannot seem to find the problem I have double checked all the settings and nothing seems to change it.
If anyone can help I would appreciate it.

Did you try to rebuild your icon cache?
There could be more elegant ways, but u can use a test version of microangelo on display to rebuild it. Normally after that your icons should be okay.

Could be that somehow Windows has reverted to using the old 16 colour icons. I can't remember exactly where but somewhere in the display properties (Under the 'Effects' tab, I think) is an option to show icons using all possible colours. Check to see if it's enabled and reenable it if necessary.
