Processors sing among themselves

My pc was a combination of an Epox Kp6-bs dual processor motherboard with two p2-450 and 320 SDRAM. Well the problem is that when I installed windows nt4 or win2000 onto my system one of the processors was pegged at about 30% loading, and the other at about 60%, even when no work is being done.

At first I thought it was normal for the system but recently I saw an article with the same problem but it only happened when the user flashed the bios of the his Asus P2b-ds to ACPI compliant and that his system was working fine before that. But my board already have the problem before I flashed the bios to ACPI compliant and after the flash the system became worse! I can install Win98 onto it as it hangs half way in dos mode when it tries to detect my pci slot
