Quake 3 help fps?'s, ping?'s, demo?'s, model and crosshair?'s

ok. . . . i have: amd atholon, 999mhz 1. 5 gigs ram ati all in wonder 7500 network to dsl connection quake iii arena (v1. 11) demo In game my ping gets down to 14 to 20 on average. (ive hit 6 b4) My fps peaks at 200 well 199 actually, but its range is from like 54fps to 199fps.

i have:
amd atholon, 999mhz
1.5 gigs ram
ati all in wonder 7500
network to dsl connection
quake iii arena (v1.11) demo
 
In game my ping gets down to 14 to 20 on average.(ive hit 6 b4)
My fps peaks at 200 well 199 actually, but its range is from like 54fps to 199fps.

on the actual screen in game, i have a small crosshair and the score and thats it. no fps, no lag o meter, no gun, no health.
 
rail time is set short,
rail core is small,
texture detail is at the lowest setting,
640x480,
texture quality 16 bit,
geometrical detail medium,
lighting is vertex,
color depth default,
gl driver default,
gl extentions is off,
texture filter bilinear.
 
forced models to sarge.
all other programs that use bandwith are off.
behind one fire when i play quake.
 
questions:
1. is there a way i can set me minimum fps?
2. is there a way i can get more fps out of my computer?
3. what hardware should i consider buying to upgrade for cheap?
4. where can i get a red crosshair? (ive looked all over google w/ no luck)
5. are there any advantages to running 1.16n insted of 1.11?(i had the whole game but i lost the cd, so now im on the demo version. but when i was running 1.11 i could only force player models to sarge. people running 1.16n said they force other skins. i was wonderign if there was any other advantages to it than that.)
 
6. arethere any commands or computer settigns that would make my ping even lower? maybe connectin the dsl directly to my computer or turning off programs on other computers that use bandwidth?
