RAM problems with XP SP2
I have windows xp pro service pack 2 and i have 768 MB of DDR ram installed on a new motherboard. When a window is open the machine is fast, at least as fast as it should be with that much ram, but when i try to move a window or scroll down a web page it is incredibly slow.

I am running out of ideas and would appreciate any help. It should be noted that the memory modules are of different speeds one is PC 2100 and the other is PC 3200. However, the BIOS does read both and both are listed in the motherboard manual as compatibile with the motherboard running at 400 mhz fsb. I could use some help as to how to speed up the scrolling and the moving of windows. It does appear to be some kind of display setting and not motherboard issue.

Try to update your video drivers. What video card do you have? Why do I ask? Your symptoms sound exactly like many issues with symptoms I've worked with.
Anyway, I recommend this.
One side note, having different speed memory, will slowdown the faster ram, to match with the slower ram.
But, I do believe you have a video issue.
