If Windows XP, look in Documents and Settings, "User name",
and then in the Favorites folder.

Or from IE: File->Import and Export.

1. Open Internet Explorer.
2. From the File menu, click Import and Export. This launches the Import/Export wizard. Click Next.
3. From the list of actions to perform, highlight Export Favorites and click Next.
4. If you want to back up all your favorites, leave the Favorites folder selected. Otherwise, select the specific folder you want to back up. Click Next.
5. Select where you want to have your Favorites backed up to. Click Next.
6. Click Finish.

I usually just copy the favorites folder under %userprofile%. Also, when I rebuild a machine, my first step is running a batch file I created that copies all user profiles data, favorites, and whatnot. Still working on making a backup of all settings in the registry.

Yes, there may be other ways to do this, I just like making "dos" batch scripts, instead.
