With all Win9x OS's we'd copy the .CAB files over to the hard drive and then point to them via the registry and the user would never have to use the 9x cd. How can I do this with Win2k or Winxp for that matter?

Copy the I386 subdirectory to the hard drive and point the registry there.

Hmmmm, simple as that eh? well, if you have the registry key(s) on hand, please give them to me because i can't have any margin for error. thanks man.
I don't know what the registry keys are off hand.
Try this:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion]
"SourcePath"="I:\\I386"
*EDIT--Whewh...Good thing I took out all that TS stuff!

It works, that's the way I do it for boxes I put together for relatives, family, friends, parents ...
Resident I386 folder on some partition and registry key pointing to it.
... I even do it for my own boxes ... no hassle
