Sims 2 graphics flicker

I am new here and I need help with the sims 2.
I had the sims 2 previously on my computer and it worked perfectly, but I had to erase windows XP and reinstall it.
This is where it went wrong, after installing the Sims 2 once again, I click on it, and it loads fine, but when I click on a Neighbourhood, the mouse icon flickers, and when I go into family builder, my mirror dissapears!.
Is this a graphics problem?, I checked my Graphics card and its driver, I have a Radeon 8500 family graphics card with a plug and play monitor display.
At first all I thought I needed to do was install a more updated driver, but when I searched for a driver my computer said there are no updated drivers avaliable.
Or is this a problem with the colour settings? My display is set to 1024 by 786 pixels and the colour quality is 32bit ( Highest).
I had the sims 2 installed on these settings before, so why after reinstalling windows XP has this happened?
I looked around these boards but none I could see had a problem similar to mine that was not resolved by the answers given.
Could my graphics setting be too high? if so, how do I lower it?
I have installed the Sims 2 CD patch, and that has made no difference to it, I am running out of things to do to fix this problem, can someone please help me?.
