Sims 2 problem

i have a problem with direct X when trying to run my sims 2 it says: This application has failed to start because D3D9. DLL was not found. Re-installing the application may fix this problem. i have re-installed but still have the same problem.

We Re-formatted The Computer And We Forgot a Few Things Like..
Sound,Printer,Webcam And Loads Of Others and it says when i put my sims 2 disk in that i haven't got direct x 9.0 compatible but i have downloaded it more than 500 times :l

No more Sims for me. Quit about 5 years back. Too adicting. Was taking my work time away.
