Slow down the PC

Is there any way to fool older games to belive that the computer is slower than it is? I've gotten X-com: UFO defense to work, but to try and turn around on the map with a Athlon 750MHz. . . . It's a little fast, to say it at least! So does anyone know of such a program? I think I've heard of it, but don't remember ...

There are at least two programs that I know of: 'Slowdown' and 'MoSlo'.
I think the files are 'slowdown.zip' and 'moslo.zip', though I'm not sure where you can find them.
