Slows down while moving big files

It seems XPs HD cache is set too high, so whenever I move big files or scans the HDs for virus, the system loses a lot of performance.
 
It pages all the background programs and uses the memory for file cache?
 
For instance while norton antivirus scans my drive, every time a maximize a program back up again it's very sloooow and the HD is very busy.
 
Is there a way to change the file access cache? To make it smaller? I remembered I could make it so win2k acted like this, i.e increase some sort of file cache but I turned it down again because the system "slowed down" just like it does now.
