I suggest forget using old software on Win 2000, I doubt such an old version of Oracle will work on 2000. Win 2000 includes autoexec.nt and config.nt where some changes can be made from the old autoexec.bat file.
Win 2000 includes dos emulation via Command.com or cmd.exe
for command line use.

If you mean install windows 3.11, Oracle 6, and dos 6 on a computer running Windows 2000, I'd suggest you use windows 3.11, if your hardware is supported on it. Other than that, I'd suggest what peterh said.
