This solution to the problem of your rogue spear characters stuck or can't move in the first mission worked for me in WINXP
have you tried:
1. changing the compatibility of roguespear and rsconfig, run them for win98/winme?
2. editing your registry by going to start programs>run>type regedit
then find hkey_local_machine\software\red storm entertainment\rogue spear
then change ALL paths with the correct directory where you placed the main game....
Example:
(before) ActionMusicPath .\data\sound\music
(after) ActionMusicPath c:\program files\RogueSpear\data\sound\music
