1. Under the administrator account, you could set the security properties for that folder to be accessible from whatever account you choose. I'd outline how, but I'm on a WinMe box right now (yea I know, blech).
2. Try re-installing each program.
3. In Internet Explorer, go to Tools menu, Internet Options.. click the Content tab, then click AutoComplete button. Uncheck all the boxes, then click apply. Check all the boxes and then click apply. See if that works.
4. Uncheck the box?

Ok, the problem with ICQ starting up whenever you log into your account, I am having the same problem. I unchecked the box in ICQ's preference to tell the program that don't start ICQ with Windows startup but ICQ seems to do it anyways. Weird...I have Windows XP 2505 Eval copy.
Ok, I fixed the problem ICQ startup problem. I renamed icq.exe file to icq_orig.exe. Then you update your icq shortcut to link it to icq_orig.exe. I don't think mine is the right way but it works for me.
