Sonic R won't work in Win 2k

I'm running Windows 2000 service pack 3, Direct X 9. 0c, a Geforce 3, and the latest beta drivers installed. when I try to launch Sonic R, it hangs at the screen where it asks if i want Direct3D or DirectDraw.
