Symantec Antivirus 9.0 and Symantec Packager

We use Symantec Antivirus 8. 1 on all our laptops and are going to rollout Antivirus software to all our Workstations. We are based across several sites. We used Symantec Packager to create a custom install of 8.

We use Symantec Antivirus 8.1 on all our laptops and are going to rollout Antivirus software to all our Workstations. We are based across several sites. We used Symantec Packager to create a custom install of 8.1 with all of our required settings. Symantec Packager doesn't seem to work with SAV 9 though. SAV 9 looks to be msi based but I do not want to use .msp files etc to configure these installations.
 
What are my options to roll out SAV 9 silently? Is the only way through a transform file, or a msiexec /qn and all the other options set up under /options cause if thats the case, I think I will stick with 8.

Have you considered publishing an .msi via group policy? I believe that's why they switched to the .msi package for 9.0.
